About LRAPA

The Lane Regional Air Protection Agency (LRAPA) is the local government agency that monitors and regulates air quality in Lane County, Oregon. LRAPA is the only local air agency in Oregon, the remainder of Oregon’s air quality is regulated by the Oregon Department of Environmental Quality (DEQ).

LRAPA monitors Lane County’s air through its eight regulatory grade ambient air monitoring stations and +90 commercial grade air sensors. The agency protects public health, community well-being, and the environment by administering air programs such as an Outdoor Burning program, Home Wood Heating advisory program, and through the regulation of commercial and industrial businesses with air permits and compliance inspections. LRAPA responds to air quality complaints submitted to the agency and maintains a historical database of complaints filed.

Founded in 1968, LRAPA’s authority is granted by an intergovernmental agreement between the Cities of Eugene, Springfield, Cottage Grove, Oakridge, and the Lane County government. By being local, LRAPA ensures important decisions concerning air quality are made by the communities living in Lane County.

LRAPA Oversight

LRAPA’s receives direction and oversight from three independent committees who represent the diverse interests of Lane County’s communities.

Rules & Regulations

The Lane Regional Air Protection Agency was established under Oregon Statute 449 (now 468.A) and approved by the Oregon Sanitary Authority (now Environmental Quality Commission), effective January 1, 1968, to exercise the functions vested by statute within the boundaries of Lane County.

Airmetrics

Airmetrics is a government enterprise fund operated by LRAPA as a revenue source for the agency. Airmetrics, in conjunction with the US EPA, developed the patented low-flow technology found in the MiniVol Portable Air Sampler to address the need for portable, ambient air sampling.

In addition to domestic customers, the MiniVol Portable Air Sampler can be found world-wide, with customers ranging from the Cairo Air Improvement Study in Egypt to universities in Norway, Japan, and Mexico.

LRAPA regulates the burning of wood and yard debris, known as “outdoor burning,” in Lane County. LRAPA also enforces home wood heating – such as fireplaces and wood stoves – opacity ordinances for the cities of Eugene, Springfield and Oakridge. Seasonal and daily restrictions can exist for both forms of burning. Check to see if there are any active burning curtailments in effect on the burning restrictions webpage.

Asbestos is the name of a group of naturally occurring fibrous minerals that are heat-resistant, strong and extremely durable. Asbestos has historically been used in over 4,000 building products because of these properties.

Asbestos can cause lung cancer, asbestosis and mesothelioma. There is no safe level of exposure to friable asbestos.

LRAPA is the local air authority responsible for monitoring Lane County’s air and administering programs that protect and improve air quality. LRAPA was founded in 1968 as an intergovernmental agreement between the cities of Springfield and Eugene. Today’s intergovernmental agreement includes Lane County and the cities of Cottage Grove, Eugene, Oakridge, and Springfield.
