JH Baxter
JH Baxter is a wood treating facility in Eugene, Oregon, that treats various wood products with creosote containing materials. Odors from treatment processes at the facility have resulted in numerous odor complaints to LRAPA. As a result, JH Baxter was declared a suspected nuisance under LRAPA's nuisance rules and entered into a Best Work Practices Agreement with the agency obligating the company to complete a number of engineering fixes to abate the odors. As part of the agreement, JH Baxter was required to provide LRAPA with a third-party engineering evaluation report that had evaluated the effectiveness of the control measures and provided all feasible additional practices or controls that could result in further reduction in the odors.
JH Baxter has fulfilled its obligations of the Best Work Practices Agreement and has submitted the engineering evaluation report to the agency. The report, Work Practices Agreement, numerous neighborhood updates, and related materials are included below.
