Warm Homes - Clean Air Project: Partners


A community project to improve air quality and energy efficiency in Oakridge, Oregon

The Environmental Protection Agency (EPA) has funded facilitation of this project. Organizations and participatory agencies are listed below. Participants have agreed to provide assistance to Oakridge residents within the rules of existing programs to help improve air quality and energy efficiency in the Oakridge air shed.
The Lane Regional Air Pollution Authority (LRAPA) is the project sponsor. Reducing air pollution in Oakridge is a high priority for LRAPA. LRAPA will develop the public outreach effort for this project and continue to seek funding opportunities to accomplish the project.
Good Company is providing project coordination and facilitation. Good Company specializes in projects that enhance the sustainability of our community.
The Lane County Human Services Commission has two applicable programs. The Low Income Energy Assistance Program provides grants to help pay for energy costs. Payments are between $125-$300 and go directly to the utility.

The Reach Program provides financial assistance to low-income residents of multi-family dwellings and mobile home parks for weatherization projects. This program also has an educational component.

The Housing and Community Services Agency of Lane County (HACSA) administers Oregon Housing and Community Services’ Weatherization Program. This program is designed to assist low-income Lane County residents (both homeowners and renters) reduce energy used in their homes. Services include the addition of insulation, duct sealing, thermal windows, air leakage detection, and education. Priority households include those with elderly or disabled persons, or children under six.
Lane Electric Cooperative offers free home energy audits and inspections. It also has a zero percent loan program for home or rental weatherization improvements. Lane Electric also has a one-time cash grant for 25% of the cost of the improvement (up to $1,500 depending on income level). The Heat Pump Program provides rebates or zero percent loans for the installation of a qualifying model.
Oregon Housing and Community Services (OHCS) has a Low Income Weatherization Assistance Program that provides weatherization and energy conservation services at no cost to households below 60% of the state median income. OHCS contracts with HACSA for delivery of the program to residents.
The St. Vincent de Paul Society of Lane County has a Regional Housing Rehabilitation Loan Program that repairs the weather protection of the structure and corrects conditions that are wasteful of energy. Participants must be owners with an income below 80% of the median. Targeted applicants include seniors, disabled, and those who cannot otherwise get a loan. Loans are at a 3% flat rate.
The US Department of Agriculture Rural Development has the Home Improvement Loan and Grant Programs. Both programs are available to homeowners with a family income of less than 50% of the median county income and provide assistance with the removal of health and safety hazards including the installation or repair of insulation, heating systems, storm windows or doors, roofs etc. Loans are for up to $20,000 at one percent interest. Grants, up to $7,500, are available for essential repairs only for applicants 62 and over.
The Oregon Department of Energy manages programs that provide financial support to municipalities and businesses with projects that reduce energy usage. It’s participation in this program serves its goal of reduced energy use. The department will share its expertise as the project develops.
The American Lung Association of Oregon is a community health agency dedicated solely to fighting lung disease and promoting lung health in Oregon. Its programs focus on asthma, clean air, tobacco prevention, and lung disease. The organization is participating in this project as a resource for information and research.
