Advisory Committee Application

After receiving a completed application, the Advisory Committee will interview the applicant at a committee meeting and vote to recommend the Board of Directors appoint the applicant to the committee.

If the committee votes to recommend appointment, the application will be referred to the Board of Directors who vote to appoint the applicant to the Advisory Committee. The Board of Directors may or may not choose to interview a prospective member before voting on appointment.

The Advisory Committee meets monthly, usually at noon on the last Tuesday of each month. Most years no meetings are scheduled in August and December.

Community Segment

The Committee shall consist of at least seven members, but no more than fifteen, as determined by the Board each year. At least one member shall be appointed as a representative of each of the following interests within the region:

  • Public Health/Medical: Defined as an individual whose principal occupation has been or is now working in the field of public health or they can demonstrate knowledge of public health issues associated with air quality. Public Health is the practice of protecting and improving the health of a community through preventive medicine, health education, control of communicable diseases, application of sanitary measures, and monitoring of environmental hazards.
  • Agriculture: Defined as an individual whose principal occupation has been or is now working in the business of cultivating soil, producing crops, or raising livestock or they can demonstrate knowledge of how agricultural practices affect air quality.
  • Industry: Defined as an individual who is employed within a facility that is required to obtain a permit issued under LRAPA’s rules.
  • Community Planning: Defined as an individual whose principal occupation has been or is now working in the field of community planning or they can demonstrate knowledge of how effective community planning can affect air quality.
  • Fire Suppression: Defined as an individual whose principal occupation has been or is now working in the field of fire suppression, such as a fire department or an agency with responsibility for fire suppression activities.
  • General Public: Defined as an individual who is interested in air quality in Lane County and does not fit the definitions of other interest groups.

LRAPA regulates the burning of wood and yard debris, known as “outdoor burning,” in Lane County. LRAPA also enforces home wood heating – such as fireplaces and wood stoves – opacity ordinances for the cities of Eugene, Springfield and Oakridge. Seasonal and daily restrictions can exist for both forms of burning. Check to see if there are any active burning curtailments in effect on the burning restrictions webpage.

Asbestos is the name of a group of naturally occurring fibrous minerals that are heat-resistant, strong and extremely durable. Asbestos has historically been used in over 4,000 building products because of these properties.

Asbestos can cause lung cancer, asbestosis and mesothelioma. There is no safe level of exposure to friable asbestos.

LRAPA is the local air authority responsible for monitoring Lane County’s air and administering programs that protect and improve air quality. LRAPA was founded in 1968 as an intergovernmental agreement between the cities of Springfield and Eugene. Today’s intergovernmental agreement includes Lane County and the cities of Cottage Grove, Eugene, Oakridge, and Springfield.
